No Envy Except in Two

Why did he pair the owner of wealth with the owner of the Qur'an in envy?

Because the first became rich through his wealth, and the second, Allah made rich in his heart.

And we were told that a billionaire met a memorizer of the Qur'an in a grocery store; the billionaire said to him:

Can I give you my money, and you give me what's in your chest?!

As for the richness of the heart: it is the delight of the eye, the bliss of knowing, chanting it in intimate comfort, contentment, satisfaction and tranquility, blessing and protection, hidden subtle graces, and something beyond description from which minds fear losing their minds

And why did he mention the owner of wealth before the owner of the Qur'an?

Because his benefit extends to others, so he takes precedence over one whose benefit is for himself.

So if the memorizer of the Qur'an teaches the Qur'an to people, perhaps he equals him in rank, or comes close to it, or surpasses him, and Allah knows best.

(And spend out of what We have provided for them) is all kinds of provision: knowledge, wealth, and children, as al-Fakhr said.
