Tafsir: Allah's promise to you of victory over them is true, with no doubt in it

And let them not disquiet you: let not the one who is not certain of this promise provoke you or drive you to levity and rashness.

Reflection

Responding to provocation impulsively and emotionally is a sign of weak patience, and it is one of the causes of victory being delayed, because in doing so one occupies his time and wastes his effort on replying and reacting, which weakens his preoccupation with the real causes of victory: righteous deeds, reliance on Allah, and others.
